Is there any way that I can get my son's dad (and i use that term -very- loosely) to sign over his rights to the baby but still have to pay child support?...

Not likely, no. The point of signing over rights is to sever all ties and responsibilities.

The whole point of a parent relinquishing their rights is that so in the eyes of the law, that person is no longer seen as that child's parent and has no obligations or rights to the child whatsoever. Including child support.

the question is, why do you want the dad to relinquish his rights? i don't think any father given the choice would opt to do that. i don't think it's good for the child, unless he loses them due to abuse or neglect. then yes, he's still required to pay support.
